Federal Higher Education Emergency Relief
HEERF II and III / Emergency Funds
In December 2020, GGC was awarded additional funding under the Higher Education Emergency Relief II (HEERF II) funding in the Coronavirus Response and Relief Supplemental Appropriates Act of 2021. An additional $6,735,165 in student funding was allocated to GGC. In June of 2021, GGC was awarded $21,194,446 in HEERF III funding. These funds were awarded to students who incur “emergency costs that arise due to coronavirus.” GGC was required to prioritize awards to students who showed “exceptional need” when awarding HEERF II and III funding. Qualifications for HEERF II and HEERF III economic relief?
- Spring 2021: Pell Grant eligible students (based on completed FAFSA) enrolled in spring 2021 semester classes who were registered on March 5, 2021 were automatically awarded. All others applied for emergency funding.
- Summer 2021: Registered students in need of emergency funding submitted an application.
- Fall 2021: Enrolled students who completed a 2021–2022 FAFSA and had an expected family contribution (EFC) of $15,000 or less based on enrollment. All others submitted an application for emergency funding.
- Spring 2022: Students who submitted a FAFSA and had an EFC of $15,000 or less received an automatic grant based on their enrollment status. All other students submitted an application.
- Summer 2022 through Summer 2023: Students needing funding submitted an emergency application. Enrolled international students and students who completed a 2022–2023 FAFSA and had an EFC of $15,000 or less were eligible.
Amount of HEERF II and HEERF III funding?
For Pell Grant eligible students enrolled in:
- Spring 2021:
- $800: Qualified full-time students (12 or more credit hours)
- $400: Qualified part-time students (6-11 credit hours)
- $150: Qualified less than half time students (1-5 credit hours)
There was a cap of $3,000 in CARES/HEERF II funds per student for those who received funds in the 2019–2020 and 2020–2021 award years.
Eligible students applied for emergency grants. Awarded amounts were based on the student’s in-state tuition and fees less any grants or tuition scholarships the student received. Students could also receive up to an additional $500. Awards remained within the Pell funding maximums for the award year.
- Summer 2021:
- Students could receive up to $750 in emergency funding. Students were also able to request assistance with their tuition and fees, less any grants and scholarships.
- Fall 2021:
- Pell eligible students were awarded auto grants as follows:
- $1000: Qualified students enrolled at least ¾ time
- $500: Qualified students enrolled ½ time or less

Additional funds were awarded to students who applied. Students could receive amounts equal to the in-state rate for tuition and fees based on their charges at the time they applied. Students could also receive up to $500 over their tuition and fee expenses.
