Biography
Dr. Melchor C. de Guzman is a full-time professor of criminal justice and criminology at the School of Liberal Arts at GGC. His doctorate degree in criminal justice was from the University of Cincinnati. He is presently the immediate past president of the Criminal Justice Association of Georgia (2019–2021).
He has extensive experiences working in the criminal justice field in the U.S. and the Philippines. De Guzman was a police instructor for middle managers and senior police officials with the Philippine Public Safety College and the National Police College of the Philippine. He had formulated policies for the Philippine National Police as the former committee secretary of the Senate Committee on National Defense and Security in the Philippines. He was also a former director II and chief of staff for Philippine Veterans Affairs.
As a scholar, he evaluated the community policing program of South Bend, Indiana and studied the shoplifting phenomenon in Cheektowaga, N.Y. He recently concluded an NSF grant-funded study on the insider threat phenomenon in financial institutions.
De Guzman’s research includes the examination of citizen participation in the control of the police and other police issues. He has published two edited books examining international policing practices and textbooks, namely, Police Community Relations and the Administration of Justice and The Criminal Justice System: Theory, Research and Practice. He has also published more than 20 articles in various peer-reviewed journals. His most recent research involved the examination of insider threats in financial institution under a National Science Foundation grant. He also currently concluded the investigation of the shoplifting phenomenon in Western New York using routine activity theory.
